Services to Children in their Own Homes (SCOH)
Time Limited Family Reunification
Family Focus
Is a 12-week family preservation program,
which provides crisis intervention, resource
coordination and parenting education to at-risk
families. Services are provided in the family’s home
or home community. Service delivery is based on an
empowerment philosophy, which helps to put families
in charge of their own destiny. Practitioners work
closely with the Philadelphia Department of Human
Services to build on families’ strengths, connect
individuals with community resources and meet
concrete needs. Flexible funds are available for minor
household repairs, recreational activities and to
reinforce progress. Family meetings, effective
communication and positive discipline strategies are
emphasized. The goal is to prevent the unnecessary
out of home placement of children.
Rapid Service Response
Is designed to prevent the need for out of home
placement of children by increasing parents’ and
caregivers’ ability to provide safe, nurturing home
environments that stimulate their children’s growth
and development. Services are provided to families
in their homes and communities, based on an
empowerment philosophy which puts families in
charge of their plan to prevent out of home placement
of the children. Program staff members provide
resource coordination, assessment, counseling and life
skills education. Services are intended to: stabilize
family functioning; teach parents and children new
skills which will increase coping and problem solving
abilities; strengthen family functioning by identifying
and expanding adaptive behaviors and; empower
families to change by assisting them in identifying
and obtaining supportive services.
Services to Children in their Own Homes (SCOH)
Is designed to prevent the need for out of home
placement of children by increasing each parent’s or
caregiver’s ability to provide a safe, nurturing home
environment. The program serves families with open
cases with the Philadelphia Department of
Human Services or the Montgomery County
Office of Children and Youth who are either at
risk of losing children to placement or in need of
support post-reunification. SCOH focuses on
teaching effective parenting skills so that parents
can provide the supervision, structure and care
that their children require. The emphasis is on
increasing family utilization of community
resources, so that there is a network of support
for each family upon discharge from the program.
The service is intended to be short-term and
based on the needs of each family.
Time Limited Family Reunification
Is designed to reduce the amount of time
children spend in foster care. The program works
to increase the stabilization of families who
have a child in foster care in order to facilitate
reunification. Program staff members assist with
arranging and attending visitation at which they
help model communication and parenting
skills. They help each family locate and secure
resources such as housing, drug and alcohol
counseling, mental health treatment, employment
and child care. The program provides support
both before and after reunification occurs. The
goal of the program is to successfully reunify
families impacted by foster care.
